NDEB Recommendations on EP Application and Examination Validity

In early 2025, the National Dental Examining Board of Canada (NDEB) proposed a series of changes to the Equivalency Process (EP) application requirements and examination validity periods.

The recommendations were intended to strengthen application requirements and facilitate completion of the EP faster. They were informed by an ongoing analysis of candidate data, system capacity, and alignment with the NDEB’s mandate.

Consultation on Proposed Changes

The EP plays a significant role in assessing internationally educated dentists seeking certification in Canada. Any changes to application rules or examination validity periods can have meaningful implications for candidates’ planning, preparation, and progression through this pathway.

In July 2025, the NDEB undertook a consultation process to seek input on the proposed changes from individuals and organizations, including candidates and regulators to help ensure affected parties understood the proposed changes and that NDEB was considerate of potential impacts.

Outcomes of the Consultation

Following a review and analysis of the feedback received through the consultation process, it was determined that at this time:

  • no changes be made to examination validity.
  • no additional application criteria be added.

The NDEB plans to continue to analyze its data and review the recommendations with a lens on supporting candidates through the EP.

In October 2025, the NDEB determined that it would proceed with a recommendation to change the By-laws related to reapplication to the EP.

The result being that effective in May 2027, candidates who are unable to demonstrate minimal competence on both components of the NDECC after five years, will cease to be candidates in the EP and will not be able to reapply to the EP.
