Special Notice

Application for the March 2025 Virtual OSCE closes on January 6, 2025. You must have an approved application to register for the Virtual OSCE.

You must apply to the Certification Process before you can register for the Virtual OSCE. The Virtual OSCE can be taken as early as four months before you graduate.

Application to the Certification Process involves four steps:

To apply to the NDEB Certification Process, follow these simple steps:

Step 1

Make sure you are eligible to participate in the Virtual OSCE.

To be eligible, you must fall into one of the following categories.

  • Be within 4 months of completing an accredited dental program
  • Be within 4 months of completing an accredited degree completion program
  • Received a BDS/DDS/DMD from an accredited dental program within the last 5 years
  • Received a BDS/DDS/DMD from an accredited dental program more than 5 years ago
  • Successfully completed the NDEB Equivalency Process

All Faculties of Dentistry in Canada are accredited. Most if not all, Faculties of Dentistry in the United States, Ireland, Australia, and New Zealand are also accredited, as well as some international programs. If you are not sure if your dental program is accredited, you can search accredited programs from links provided on our website.

Step 2

Review the required documents

The requirements for application to the Certification Process vary depending on what eligibility category you identified.

Select your category below and to see the documents you will need to submit.

You are eligible to take the Virtual OSCE four months prior to graduation. When you have passed the Virtual OSCE and graduated from your dental program you will be issued an NDEB certificate. Below is a list of documents that you must submit to the NDEB to complete your application and obtain your certification.

    You must sign ALL documentation with the NDEB in the same manner as you have signed the government issued identification that you submit to the NDEB. Failure to sign forms in the same manner as your identification will require you to re-submit the incorrectly signed document(s).

  • Statements of Good Standing

    Request the licensing authority submit the statement of good standing directly to the NDEB by the application deadline date.

    A letter or certificate issued by all licensing bodies in which you were licensed, confirming that you are or were entitled to practice in the jurisdiction and that you were not disqualified, suspended, or prohibited from practising, and the regulatory authority is not aware of any matters that call into question your good standing, fitness to practise or ‘good character’ as a healthcare professional.

    Applicants who hold an academic license or a license for internships only do not require a Statement of Good Standing.

  • Gaps in licensing

    If after completing your dental education in any country, you were not licensed for a period of twelve (12 ) months or more, you must submit an original sworn affidavit attesting to the fact that you were not licensed, including the reason.

Below is a list of documents that you must submit to the NDEB to complete your application and obtain your certification.

    An original official transcript of marks be sent directly from your university to the NDEB in a sealed envelope.

    The NDEB accepts electronic submission of transcripts if they are received through the university’s official partner organisation. Accepted organisations are:

    – MyCreds

    – Parchment

    – National Student Clearinghouse

    – My eQuals

    Electronic transcripts must be sent to verification@ndeb-bned.ca.

    A final transcript must indicate the date the degree was conferred. An interim transcript of marks or letter will not include the date of conferral and is not acceptable.

If you received your BDS/DDS/DMD more than five years ago, you must submit a Special Consideration Application. This application will be reviewed by the Executive Committee to determine eligibility.

  • Special Consideration Application Form

     

    Mail to the NDEB office before the application deadline.

    You must sign ALL documentation with the NDEB in the same manner as you have signed the government issued identification that you submit to the NDEB. Failure to sign forms in the same manner as your identification will require you to re-submit the incorrectly signed document(s).

  • Dental Degree

    Mail to the NDEB office before the application deadline date.

    A notarized copy of the front and back of your dental degree. See below for information on the criteria for notarized documents.

  • Evidence of Continuous Practice

    Mail to the NDEB office before the application deadline date.

    You must submit the following evidence of continuous practice for the last 5 years:

    – current resume indicating practice locations for the past 5 years

    – original or notarized documentation that confirms continuous practice

    notarized copies of all dental licenses for the past 5 years

  • Evidence of Continuing Education

    Mailed to the NDEB office before the application deadline date.

    You must submit documentation of attendance at continuing education courses for the past 3 years.

  • Statements of Good Standing

    Request the licensing authority submit the statement of good standing directly to the NDEB by the application deadline date.

    A letter or certificate issued by all licensing bodies in which you were licensed, confirming that you are or were entitled to practice in the jurisdiction and that you were not disqualified, suspended, or prohibited from practising, and the regulatory authority is not aware of any matters that call into question your good standing, fitness to practise or ‘good character’ as a healthcare professional.

Successfully completed the NDEB Equivalency Process

If you have successfully completed the NDEB Equivalency Process you are not required to create a Certification Process application. Your existing NDEB account and ID number can be used to register for the Virtual OSCE.

Step 3

Follow these important guidelines

The information below explains the requirements for all documentation that is submitted to the NDEB. You should read this information carefully to be sure that you submit your required documents correctly.

Identification

Identification must be government issued and include:

  • legal name (your document must show your name exactly as it appears on your online profile);
  • date of birth;
  • photo; and
  • signature (All documentation with the NDEB, including forms and examinations, must be signed in the same manner as the ID).

The ID must be:

  • valid (not expired);
  • issued by a federal, provincial/territorial/state government authority; and
  • no more than 10 years since issued.
Difference in Name/Name Change

If your current legal name is different than the name that appears on any of your documents, with the university, or your online profile, you must provide supporting documentation to confirm your identity.

The supporting documentation must include:

  • your previous name in full,
  • your current name,
  • reason for change/difference of name,
  • date of change/difference of name (if applicable).

Acceptable forms of documentation include:

  • Notarized photocopy of a marriage certificate for a married surname change,
  • Notarized photocopy of a legal name change document, or
  • Original sworn affidavit attesting to the difference in your name for any reason other than a legal name change. For example, spelling error on documents issued by the university, cultural practice, abbreviations, etc.

Notarized

Notarization is not a verification or validation of the information in the document, or of your identity, but a declaration that the official has had seen the original document which was photocopied.

Documents requiring notarization must be notarized by either a Notary Public, lawyer, or Commissioner of Oaths and must meet the following criteria:

  • The notarizing officer must make a colour photocopy of the original document. Do not photocopy the document yourself.
  • The photocopy must bear the original seal and signature in ink of the notarizing officer.
  • A seal or notary statement in English or French must be included, stating that the document is a true copy of the original document seen by the Notary Public, lawyer, or Commissioner of Oaths who has notarized the document. Translated statements are not accepted. By signing they attest to the fact that the copy is an exact duplicate of the original and not that the documents or its contents are authentic.
  • The original seal must display the notarizing officer’s credentials, including full name and title of the notarizing officer, in English or French. Translated seals will not be accepted.
  • No other original stamps or signatures other than the notarizing officer should be on the photocopy of the document.
  • If the notarial statement is on a separate page, the Notary must be the one to attach the notarial certificate to the document.
  • If you are unable to have document(s) notarized by a local Notary Public, lawyer, or Commissioner of Oaths, whose credentials are in English or French, you may have an Officer of a Canadian Consulate or Embassy, or a New Zealand Consulate or Embassy notarize your document(s).

Original Sworn Affidavit

Original sworn affidavit means the applicant’s written sworn statement in English or French that is legally binding, signed and sealed, or stamped by a Notary Public, lawyer, or Commissioner of Oaths. Seals or stamps must be original and must display the credentials of the Notary Public, lawyer, or Commissioner of Oaths in English or French.

Translation

A certified translator is an individual who has been evaluated by a translation authority and holds a license, issued by a government recognized translation association, to perform legal translations.

Documents requiring translation must be done by a certified translator and must meet the following criteria:

  • Be an original translation. Photocopies or notarized copies are not accepted.
  • The certified translator must staple the original translation to a photocopy of the original document that was translated. Documents paper clipped together or that have been unstapled will not be accepted.
  • The certified translator must place their original seal and initial or signature in ink on all pages.
  • The original seal must display the certified translator’s credentials, including full name, license number, and title of certified translator, in English or French. Translated seals will not be accepted.

Translations will not be accepted if:

  • the packet which was assembled by the translator has been taken apart for any reason.
  • done by or attested by a school official.
  • a notarized photocopy of a translation is provided.
  • done by or attested by an Associate Member or Candidate of the translation associations in Canada, as they are not certified.

Transcripts

A transcript is a complete record of all courses taken and individual grades obtained from all dental schools or faculties attended throughout all years of the program, and the dates you attended the program. The final transcript must indicate the date the degree was conferred. An interim transcript of marks will not include the date of conferral and is not acceptable.

Create a NDEBConnect account and submit the documentation outlined in step 2 following the guidelines in step 3

You will be required to pay the application fee before you can upload your photograph and finish setting up your account. Follow the prompts to create a new NDEBConnect account.
