NDEB By-laws

The NDEB-laws govern the operations of the organization, including duties and responsibilities of the Board, committee, examinations, and appeal procedures. The By-laws are reviewed and revised regularly by the By-laws Committee and approved by the Board.

Act of Parliament

The NDEB was set up by an Act of Parliament in 1952 with a mandate to establish qualifying conditions for a national standard of competence for general dentists and to issue certificates to dentists who successfully meet the standard.

Policies

Inactive Accounts

Candidates with no examination activity for a period of two years (24 months) will have their account status set to inactive.

NDEB staff will notify Candidates by email when their account has been set to inactive.

On receipt of the notification a Candidate may:

  • Send a request to have the account reactivate and pay the required fee.
  • Keep their account inactive.
Withdrawal from and Examination due to Medical or other Unforeseen Exceptional Circumstances

Scope:

This policy applies to all exam withdrawals due to medical reasons or unforeseen circumstances.

Purpose:

The purpose of this policy is to define the conditions for withdrawing from an exam due to medical reasons or unforeseen circumstances, as well as the measures taken by the BNED in such cases.

Policy:

  1. Within seven days of the exam date, a candidate who withdraws or fails to take the exam due to serious medical conditions or unforeseen exceptional circumstances must provide supporting documentation indicating the nature of the serious medical conditions or unforeseen exceptional circumstances that require the candidate to withdraw. Supporting documentation submitted for a withdrawal due to serious medical circumstances or unforeseen exceptional circumstances will be reviewed by the BNED to confirm that it meets the criteria. Additional documentation may be requested. The authenticity of all medical documents submitted to the BNED will be verified. The BNED may request additional documentation. An authorization form may be required.
  2. If, on their first attempt, a candidate withdraws from a component of the NDECC due to serious medical circumstances or unforeseen exceptional circumstances, their result for the component not taken will be considered void, and the result of the EDNCC will be considered a failure.
Change of Examination Language

Scope:

This policy applies to all candidates.

Objective:

The objective of this policy is to define the requirements for changing the exam language selected by a candidate after the initial creation of their NDEBConnect account.

Policy:

The language of communication and the exam language are selected at the time of application. Requests to change the exam language must be submitted in writing to the NDEB before taking an exam. Requests will be reviewed, and changes will be made, if possible, for the administration of the exam. If a language change cannot be made, candidates will be offered the option to withdraw from the exam at no cost or to take the exam in the originally selected language. All decisions will be sent via email.

NDECC Registration

Scope:

This policy applies to all eligible candidates to the NDECC.

Purpose:

The purpose of this policy is to define the priority registration process for the NDECC.

Policy:

The NDEB opens registration for the NDECC in three stages:

  1. Registration is offered to Candidates who have passed the most recent Assessment of Clinical Judgement (ACJ).
  2. Registration is open for Candidates who have an approved proof of Canadian Citizenship or permanent residency.
  3. All candidates eligible for the NDECC are able to register for any remaining seats.

Candidates who do not accept the stage 1 offer are able to register in stage 2 if they hold Canadian Citizenship or permanent residency or stage 3 for a subsequent NDECC.

15.3 Candidates who are undergoing exceptional medical circumstances at the time they receive the registration offer for stage 1, may decline registration and make a special request to the Executive Committee to have their priority postponed. All such requests must include original medical documentation and a release to speak with the treating physician.

Test Accommodation Policy

Scope:

This policy applies to all candidates who have a documented disability, medical condition, or religious reason requiring accommodations for NDEB exams.

Purpose:

The purpose of this policy is to describe the procedures for requesting and granting accommodations for NDEB exams. Information regarding specific disabilities, medical conditions, and religious situations, as well as the supporting documentation required for a test accommodation, is available on the Exam Accommodations page.

Policy:

Submitting a Request for Exam Accommodations

To be considered, requests for accommodations must be submitted via the NDEBConnect account and must be accompanied by the completed Accommodation Request Form, as well as all required documents, no later than 8 weeks before the exam date. Requests with missing information or documents will not be considered.

All requests for exam accommodations are reviewed by the accommodations coordinator and a senior manager. After your request is reviewed, accommodation proposals will be sent to you and may differ from the accommodations you requested.

If consultation with your healthcare provider is necessary, we may not be able to arrange your accommodations within 8 weeks.

In case of an emergency, candidates may submit a request for an exam accommodation after the deadline. Late requests may be difficult to coordinate, even in an emergency.

If we are unable to make the necessary arrangements for your exam, you may take the exam without accommodations or withdraw from the exam.

Not all types of accommodations may be available at all testing centers or on all dates. The NDEB reserves the right to determine the date, time, and location of the exam session. Any additional travel expenses are the responsibility of the candidate.

Granting an Accommodation for an Exam

The decision to grant an accommodation and the type of accommodation granted are at the sole discretion of the NDEB. The decision and the type of accommodation granted, if any, will depend on the nature and extent of the candidate’s personal circumstances, the accommodations requested, the supporting documentation provided, and the institution, context, and requirements of the specific exam or assessment.

If the NDEB decides to grant an accommodation to the candidate, the accommodation will be valid for only a single exam or assessment session. A candidate must submit a new accommodation request for each exam or assessment session.

The NDEB reserves the right to determine the date, location, and time of the exam, as certain types of accommodations may not be available at all locations or on all dates.
