Appeal of the Conduct of an Examination

NDEB examinations are conducted according to the relevant examination protocol. The NDEB has processes in place to address issues related to the delivery of the examination, exam materials, equipment, and the examination site. If any such issue occurs, it must be reported to onsite staff so it can be resolved appropriately.

In some cases, a candidate may experience an irregularity or inconsistency in the administration of an examination that was not addressed appropriately, and that they feel may have prevented them from demonstrating their ability on the subject matter of the examination.

In these cases, an appeal of the conduct of an examination allows for a review of the candidate’s exam day experience to determine whether the irregularity or inconsistency reported impacted their performance.

To be eligible for an appeal of the conduct of an examination, you must report the inconsistency or irregularity to on-site staff immediately and submit an appeal to the NDEB within seven days of the examination. Appeals received after seven days will not be investigated.

Appeal of the Conduct of an Examination Policy

Within seven days of the examination, you can submit an appeal of the conduct of the examination through your NDEBConnect account. Payment of the appeal fee is required at the time of submission. Your submission must clearly describe what occurred, how it was addressed, and how you feel it impacted your performance. Supporting documentation should be submitted if applicable. Examination results will not be released or voided until the decision of the Executive Director and Registrar, or Panel of the Appeals Committee is released to the candidate. The appeal fee is non-refundable unless otherwise determined by a Panel of the Appeals Committee.

Appeal Process

Upon receipt of an appeal submission, the NDEB will verify if you reported the irregularities or inconsistencies onsite to an examination centre staff, and if you submitted your appeal to the NDEB within seven days of the examination.

Your submission will be reviewed by the Executive Director and Registrar and a post-exam review will be completed. During the post-exam review, your result will be considered. You will be notified of the outcome of the post-exam review in the same timeframe as the release of your results.

If you passed the examination, your appeal will not be referred to a Panel of the Appeals Committee and your passing grade will be released. The appeal fee will not be reimbursed.

If you failed the examination, and if the Executive Director and Registrar determines the irregularities or inconsistencies could not have impacted your performance on the examination, the appeal will not be referred to a Panel of the Appeals Committee. Your failing grade will be released, and the appeal fee will not be reimbursed.

If you failed the examination and if the Executive Director and Registrar determines that irregularities or inconsistencies may have impacted your performance on the examination, your appeal will be referred to a Panel of the Appeals Committee.

The Panel will review your appeal to determine if the irregularities or inconsistencies in the conduct of the examination were significant and may have prevented you from demonstrating your ability with the subject matter of the examination. If the Panel grants your appeal, your result may be voided, and you will receive a refund of the exam fee and appeal fee. A voided exam does not count as an attempt.

If the Panel dismisses your appeal, your result will not be voided. Your failing grade will be released, and the appeal fee will not be reimbursed.

The decision of the Panel will be emailed to the email address provided in your NDEBConnect account. In accordance with NDEB By-laws, the decision of the Panel is final. A passing grade cannot be granted through an appeal of conduct of examination. For more information, please contact the NDEB office.
